The problem is that the entire pool of people qualified to serve as secretaries, heads of agencies, etc. - practically all of them - are life long government professionals. They can't think outside the box. Typically, to them, government is good... very well paid public service is sacrifice... discrediting the media for its partisan hacksterism is a danger to democracy.

It's an uphill battle even under best circumstances. "Publius Decius Mus" in his 2016 essays nailed the situation - under Trump, the country at least has a chance. After another couple of Obama-type terms, we would be done for.
