The People's Liberation Army is unlikely to begin conscripting soldiers because the all-volunteer entry-level positions in the PLA are too highly prized. Most Chinese volunteers serve for just two years with only a minority offered promotions and continued service. The children of the wealthy are sent to America and Europe for their education and often for their careers. If you think this leads to eternal war, that's the way it will be because China is very unlikely to change in this regard. Perhaps a nuclear accident in North Korea with the fallout spreading down past Beijing will provide a reason to contemplate change in the PLA.
