How many mass shootings can you name that didn't target gun free zones? I can come up with at least one or two.

It is bizarre that you have the focus on safer schools but refuse to notice they are wide open targets. A well planned terrorist attack could easily take out thousands of school children. No one has done a damned thing to prepare against it.

Complacency. Sickening government ineffectiveness.

The evidence isn't direct on to their mindset (to my knowledge no mass shooter left messages saying "I picked this target because the people there will be disarmed") but in the targets that are actually picked. Its not exclusively targets where guns are not allowed but there is a strong trend in that direction.
