As I understand it the Reg S shares were involved in the reverse split. Morgan claimed, in May in the article in Equities, that the holders of those shares had agreed to call their certs. It is sometimes a practice for those who have Reg S shares to short, knowing they can cover later with their shares. Whether or not these shares are in the float or in the shares included in Riley's count, depends on whether or not you believe Morgan.
