Uber had a useless person supervising the car.

It depends how good the system is. It's hard to stay alert if you do nothing, or very little, from the beginning of your shift to the end. The NYT article Slacker posted says that Uber is targeting that intervention be necessary each 13 miles or more. That's not rare, but intervention is probably much rarer on an open road where the accident occurred.

I have "adaptive cruise control" on my car. It's great on Socal's freeways when the traffic is alternating between crawling and trotting along. It's also good for reducing the temptation to allow my speed to drift too high. But when I'm bowling along at my chosen maximum speed, the radar doesn't look far enough ahead and anticipate enough. Left to its own devices the car would zoom up behind traffic and brake unnecessarily harshly. Avoiding that maintains my attention.
