Taxes are not the cost of civilization. The cost of civilization is the amount spent by government, which is practically all places is far, far beyond the taxes that are paid.

Which is why so many countries run persistent, outrageous deficits funded by worthless debt, which one day will become the source of intense pain for formerly civilized societies.

You could maintain civilization just fine, with far less taxing and spending.
