People in Europe usually speak more than one language. They usually learn as a child. It does not always work that way, you have very intelligent people who are very poor and idiots who are rich, but its a real tendency. Intelligence is partially due to genetics, in fact there is some evidence that once you get to the point of a decent environment (no serious nutrition deficiency, some degree of stimulus, no accidents or abuse that would cause brain damage etc.) that its mostly genetic.
