As for the end of it, yes at the end of the CBO's revenue goes up a bit, but not outside the normal range, not enough to establish any new trend. Your taking a fluctuating line, looking at the last fluctuation, and assuming it establishes a new trend going forward when there isn't any good reason to do so. (And also not as much as spending)

And even if you were right, if revenue was going to establish a new trend going upwards that it didn't have before, that wouldn't invalidate the conclusion in my post. If anything it would make a stronger case for the problem being spending. Revenue being beyond the normal trend would indicate that its not a deficit due to revenue shortfall.
