Yes, there is a notable decline at the start, so I went past that to see what trend they are projecting going forward.

That decline at the start is part of what there projecting going forward. Its in the future. You have a decline, then an increase, then a smaller decline. You cherry pick your point to make it look more like an increase. You don't start at the present but at the lowest point, then on the other end there is the lesser issue that you don't quite link up with the furthest right point of data, instead connecting just before that.

And even with the cherry picking you still have a lower slope for revenue increases.

All of which is besides the key point that the ongoing future deficits are because of spending increases. For them to be because of revenue cuts you would have to see a decrease in revenue not steady to slightly up depending on what points you pick.
