When you go to buy a new car the salesman or "finance manager" may look rather clownish. But if they get another $500 out of you they've done their jobs. Trump is transactional. What you describe does work with transactions, no doubt. Being transactional with a country at stake, however, is an unserious approach. "Thoughtful, serious, earnest and substantial" has strategic design, historical context, and integration. Successful transactions do make for great shiny objects for the willing base.
