The link I sent is for a meme but we can look at military spending from this source to see military spending is very close to what that particular meme says 54% versus 57% with the former being correct according to this source.

The $700 billion defense spending is correct and it's larger than when the Soviet Union existed (again, using constant dollars).

The meme was for 2015 and military spending has gone up since then.
