The ACA clearly increases the federal government's cost. The Medicaid expansion and all the insurance subsidies are expensive. Even for total health care cost there isn't any very good reason to think it helps out.

As for giving up Social Security that isn't even part of the conversation. Reigning in its increases is, but that's a very different thing. Also it would be something that would avoid a projected sudden 22% cut in Social Security payments that is called for by the plan as it is without passing anything new.
