You think the wording implies that "matters that arose" means the matters occurred as a result of the investigation, i.e. AFTER the investigation started?

It is clear the Manafort money laundering investigation in the DOJ files from 2006 did not arise directly from the SC's investigation.

it may seem clear, but if Manafort was trading in 2016 on relationships he started to build in in 2006, that is relevant.
