I think you're hitting on something. I think the FBI/CIA will try to defend their actions on the basis they were protecting the democracy from a madman. The other day, Clapper got close to this defense. He admitted to the unlawful surveillance but claimed it was justified.

As for Mueller, it's not determined yet that he was part of the deception/entrapment scheme from the beginning. He may just have been an unwitting accomplice.

It also may be that a faction of the never-Trumpers were involved. Stephen Halper was a long-time Bush guy going back to when Bush senior was director of the CIA.

As for 'restraining the power of a POTUS', is it appropriate though that another agency of the government takes upon itself the power to do so? At what point does it become treason and/or a silent coup?
