I do not know enough about dairy trade and the balance of tariffs to give you an educated answer, I do know there are better ways to address the issue if there is a problem. Deal with friends as friends, how would you deal with a small dispute with your neighbor and good friend?

You are OK with cuddling up to Putin, do you think Russia should be readmitted to a G8? All penalties dropped even though the have never pulled back out of their invaded neighboring lands?

Possibly for the same reason the U.S. has a 350% tariff on tobacco and 160% on peanuts.
