Do you know why a tariff would be used in that case rather than just banning milk imports? The latter would seem to be a more natural way to avoid disrupting a designed balance system.

The US has a really complicated system for managing dairy internally. It just isn't possible for the US to claim that dairy doesn't get subsidized.
