I'm not sure what you are referring to here but I want to jump in and say this just so the record is straight.

Trump is asking Canada and the EU to get rid of all tariffs and subsidies and the US will do the same. If you think Trump ran on protectionism, you're mistaken. Trump's ran on the idea that trade should be fair. What we've all been conned into believing is Free Trade is not free trade at all. It's a system that involves a variety of taxes, tariffs and government subsidies designed to tilt the table.

Trump asked Trudeau to get rid of the tariffs on milk products. This is something the Canadian people also want. Canadians living close to the border make regular runs across the border to buy American milk, butter and cheese, as well as other dairy products. The reason is that Canadians are paying twice as much for their Canadian milk products under a system Trudeau calls 'supply management'.

The whole thing makes many Canadians angry. The 'supply management' scheme rewards 10% of Canadian farmers by forcing considerably higher prices on the entire country.
