Can't say I know the answer. But anecdotally the influx of immigrants happened about the same time as the explosion of homeless here. The homeless are NOT immigrants - some might think of them as poor white trash. Clearly there is a drug problem here too. My thinking is that this is all at least peripherally related. As the wages for bottom level jobs falls and the jobs become more competitive - more of the people who use to do them are just dropping out. You've heard people say ......Americans won't do those jobs anymore - as if suddenly for some reason they just all of a sudden got lazy. I do not buy that argument.
