The countries we rebuilt after WWII were outliers. Before WWII, we tended to put in place governments that were friendly to whatever company that wanted to exploit them. After we rebuilt most of the combatants from WWII, which was done to make them strong allies, we typically went back to installing governments that either were friendly to companies that wanted to exploit them or, in those cases where they didn't have much to exploit, would reliably take an anti-communist stance. After the Soviets made significant inroads in the Middle East, we eventually reshaped those government to, if not support Israel, at least wouldn't do anything to actively oppose Israel. In the war on terrorism, we tried a bunch of experiments with sincerely held economic beliefs of the Banana Republicans that also had the side effect of shoveling a lot of tax dollars at companies with connections to the Bush the Lesser administration.

So that list is unusual.
