At best a misdemeanor. Rounding them up instead of the ones committing felonies is not very bright from a policy point of view.

We don't jail, much less execute people for illegal parking.

Rat committed multiple crimes every day from about 1969 until medical marijuana became legal in California. He did manage to avoid major crimes like running stop signs.
