It's similar to what hedge funds and large mutual funds do with their positions. They don't want to spook the markets as to what they are doing. So if they really do want to dump, they won't do it in an obvious way. On the other hand, they may want to show Trump how bad it can get by making a show of force before pulling back.

So let's walk this through. China, Russia, etc sell bonds and trigger a bigger rise in the interest rates than the Fed wants. This will bring in fears of a recession just before the election and put the GOP majority at risk.

The argument has merits. But why hasn't China been more outspoken to spook the markets?
