It may have been planned before the tariffs. One of the reasons I bought a custom, made to order, 2011 BMW X3 in 2011 just after it came out (much like buying a Dell PC on the internet) was it was made in the USA.

After trying to compete against Japan in the 1970s and 1980s with components we sold to US auto makers, I vowed to not buy another Japanese car until they leveled the playing field or made the cars in the US.

The only Japanese car I've owned was a used Toyota 4x4 for off road driving and ski trips or to use when I was working on my bought new 1979 Fiat X1/9.

Cars bought since then were a 1990 Ford E250 van to replace the 4x4 when I took up windsurfing and needed more room. Then a new, '94 Corvette to replace the Fiat.... a new Ford 2009 E150 to replace the E250 when they were nearly giving them away to get them off the lot for cash. Then in 2011 the new X3 to replace the 'vette so my girlfriend could see over the hood and stop complaining (at least about that) and we had room to use it to drive her mother around.

Anyway, my guess is Europeans have similar preferences to support their high taxes by buying local so being built there helps.
