As a retired Federal employee I'm saddened by such actions, but have seen it from other Presidents as well. Trump is saying how great his economy is, how wages should be rising, but the one place to economize is in the Federal payroll. Frankly given the way he's gutted State and other departments, all the unfilled jobs ought to more than cover the increase, but Federal employees aren't the billionaires he's looking to benefit, so why give them a couple percent. Better to find ways of saving the mega-wealthy some money. Gary
