Qualcomm has a cach investment in both Globalstar and Nextwave and hence has an equity position in each. In addition they have a contract to build groundstations for Globalstar for which they get paid cash.
Similarly they have a contract with Nextwave to supply a certain percentage of their needs for infrastructure and will be paid for their work and product. I have no clue what arrangement LG has with Nextwave.

Nextwave has a unique concept to be a cellular reseller, but I have no idea how valid their concept is in the marketplace. Because of the large amount of debt incurred in purchasing the C block licenses they have a long way to go. I sincerely hope they are successful because that would mean additional demand for QCOM's products as well as improve the value of QCOM's equity investment. However there are people who have dire predictions about the future for Nextwave as well as for many of the other C block participants.
