All this that is written sounds a bit strange, for the simple reason that from my personal experience the Dept. of State, DOE, DOD all think long term, 5 to 10 years in advance.

The staff or establishment of those departments is not changing course on a dime, even if the person heading the department is nominated by the president.

I remember when meeting DOE officials in DC and later high ranking officials at the State my time frame was now+2 years - they corrected me asking what will happen to my initiative in 5 or 10 years and if my assumption will last that long.

I think all realized that I had no adequate answer because my time frame was different. In the end, Israel politics and bribes undermined the initiative.

In retrospect I was right but only because they discovered NG offshore in Israel.
What is called be bold but be sure you have a lot of luck.

If not for the NG discovery the concept would have failed, as Egypt has not enough NG at the moment.
