Lots of people not considered unemployed who have skills, just not the "right skills at the right price," looking for work.

A buddy of mine can't find a decent job... He's 62 and can check off two AA boxes (half Mexican and Half Pacific Islander) and his a bit younger Asian wife has some medical issues so their insurance will be over $20K a year for a high deductible plan and loads more for a good plan. That is a large percentage adder to an $80 to $100K salary for a non-engineer but tech related job.

So he's off the "unemployed list" since he ran out of unemployment insurance... but now that he doesn't get a check and windsurfing season is basically over, he's going to workshops that try to help find jobs. He owns a house and is willing to do a long commute, but the tech companies want young, easy to insure workers and don't want to pay to hire old pharts for non tech jobs, especially if they might be over qualified and might leave if offered a better job. Talk about a rock and a hard place.

I think Trump will solve much of the budget problems by getting companies to bring jobs back here to places workers can afford to live then they'll have to train the workers... AND pay them well which should help bring in more tax revenue.... of course you have to secure the borders first or the low pay workers will push out the legitimate workers, at most levels from H1B tech worker to dish washer.
