Not that I don't find it disgusting, but as a matter of principle: (1) what happens between consenting adults should be none of anyone's business. (2) A government should not protect people from the natural consequences of their own actions. And (3) The government should protect the society from the damage done by the individual's choices. Under #3, you could make the case that having a bunch of inbreds in the society is harmful, but that is stretching it.
