David, You would know better than me, but I think the INS already has $20+ million to spend.....and should be able to spend it. Perhaps even $20 million is not enough to do the entire job. This could really be good news. I believe that about 40% of the prints taken manually are rejected......so in light of the overall situation at the INS....and the past problems with fingerprinting.....I would think they would be in a speed-up mode. I could be wrong....perhaps they are really in a self-destruct mode. bg
