Bill, it seems that the company was a little "tardy" in getting the previous PP registered. My guess is that some of the investors in the earlier one made it a condition of their additional investment that the shares finally get registerd. These additional shares should make it a little more difficult for the MM to hold the price at these levels on low volume.
By the way, did you notice that they didn't reveal the commissions paid to do the deal. I also note that about 50000 shares were issued pursuant to warrants. No details given, but the company did say they got "approximately" 6m.
