Dude, you don't know what you are talking about. Canada's incarceration rate is less than a 1/6 of the US rate per capita. And your theory is that the difference is because US citizens are committing 6X more crimes than Canadians? Don't you think there might be one or two or three other factors at play here? No offense but you might need to broaden your perspective on this subject beyond you own obviously biased personal (Canadian?) observations.

Your confusion may be that you think police corruption from the top down is the only way to make a police state. While in fact, you can easily make one with the bulk of the corruption remaining at the upper levels as long as you have a steady supply of good, loyal, unquestioning, patriotic, well meaning, naive pawns to do your dirty work.
