If we had taken a vote on the ACA the day Obama got in , It would have been the same as a year later. The Republicans played us and Obama lost his honey moon during that year.
The Dems couldn't agree on what the ACA should look like, especially in the Senate, from memory, but there were also lots of middle of the road dems that needed changes in how the bill was initially introduced in order to be able to vote for it. It took a long time to put together a bill that could get passed and getting all the part to work together to lower costs. Now did the Republicans like Collins play the Dems, I think that is true. But that is responsible for only part of the time it took to get the ACA passed.
