Suppose the Russians are pushed enough and needs to make an example of some Nato member. The minor states would not make good examples and simply adds fuel to fire. The nuke members would not make good gambles.

Germany is perfect as instructional aid. No nuke, and so can be hypersonically pushed beyond normal pliability index range.

Maybe that is how the bigger boys play in the future.
