No directly, but they were smart enough to enshrine freedom of speech into our Constitution. They also foresaw that the people themselves may one day fail to protect their own freedoms, and therefore, would lose those freedoms so dearly won. The loss of our freedom of speech, because we're failing to defend it is part of what they foresaw. To whit:

As Benjamin Franklin was walking down the steps from the Constitutional Convention, a lady asked him, "What manner of government have you bequeathed us?" He replied, "A Republic, if you can keep it."

Franklin knew that a document and the laws surrounding it are only as strong as the people it was intended to protect. It seems that our people are now a bunch of weaklings. We can't be bothered to protect the most foundational freedom of all, which is the Freedom of Speech. What idiots we've become in the 200 years since Franklin.
