This was to "stay ahead" and be cautious.
Where did you read that? I don't remember the news releases but I had a conversation with an engineer at PDAC after New Gold had announced capex increases. Issues were noted during construction, prompting the company to review the geotechnical drill results. Due to the variability, New Gold's engineers determined that there wasn't sufficient data to develop a sound, reliable design for a tailings dam. More drilling was completed, leading to design changes. Don't know if Rainy River completed all the geotechnical work prior to the buyout but the original drilling was definitely inadequate (spacing too far apart given the variability of the drill results).
