According to reporting in the Globe & Mail it was an emergency stop, not a crew change stop. The allowable working time of the original crew apparently expired as a result of the length of time of the emergency stop.

I haven't read anything about any statements from the original crew.

I'll wait for the accident report/investigation before offering an opinion.

CALGARY — Canada’s two largest railways are appealing Transport Minister Marc Garneau’s order requiring railways to immediately use handbrakes on all trains stopped on mountain slopes following a deadly derailment in the Rocky Mountains.

Canadian Pacific Railway’s chief executive says the company is focused on safety, but the application of handbrakes introduces additional risks and will have unintended consequences.

In a news release, Keith Creel says safer options are available, adding “we must get this right.”

The Calgary-based railway says it will comply with the ministerial order throughout the appeals process, including a review by the Transportation Appeal Tribunal of Canada.

Canadian National Railway also says it is filing a review

How about ...DO NOT CHANGE CREWS AT EXTREME GRADE LOCATIONS!!... manager Creel.

Rail management have choices on where to change crews or leave trains ... thousands of kilometres of track!

After 47 dead at Lac Megantic 3 outside of Field BC

It is obvious, the best option is to SIMPLY AVOID LEAVING TRAINS OR CHANGING CREWS ON EXTREME GRADES.

Identify where these locations are and make it a hard and fast rule,, penalty of jail time if disobeyed.

Hopefully the Transportation Safety Board will step in and end this madness.
