IMO, tattoos don't make anyone more attractive. I don't like the psychology of tattoos. It's as if the person defines him/herself for life, once and for all... as if not allowing for the possibility that they may change - and not like it anymore. I find such lack of imagination - and such implicit unwillingness to be open to life and change - problematic.

I've met nice and happy people who were all covered with tats... so, perhaps, somehow it "works" for some.
