I would tend to agree. However, if DIA ultimately has a higher beta, one could make a case for higher returns for those nimble enought to successfully trade on its volatility.

I recently have been looking at WEBS also. You mentioned EWS (Singapore). I am currently living in Singapore (actual residence is Texas). Do you beleive the Asian Crisis is over? It has had a good last couple of days after a horrendous start to 1998. Singapore is better off than other nations in the area but has been getting pulled down with Thailand, Korea, Hong Kong. As I am just new to investing, especially the SPY 9and looking forward to the DIA, I am no expert and certainly no expert on foreign markets.
