I used to go along with the "bad press" with regard to Russia, but once one listens to others comment on some of the realities of that country, especially from those individuals who are not Russian, but WHO ACTUALLY LIVE IN THAT COUNTRY, one can then draw some different conclusions about what Russia and its leadership are all about.

It's especially convenient for the Multinational Arms manufacturers to always have some "bogeyman country", or some MAJOR conflict scenario, out there which requires a "Military" spending habit.
That's always good for their business. So when it comes to budget time in the USA and The Pentagon says it needs more money for spending, then "Congress" will usually agree because of those "Big Problems" out there.

If the world was a relatively "Un-Conflicted" place, and The Pentagon came to Congress wanting to increase their budget, then Congress may "look out of the window" and say, "What's the problem ? You don't need any more money over and above what you got last time !!"

But that, IMO, is different to what Trump has recently achieved with regard to the military. He wants a top class military that ensures that no one should ever think of "MESSING WITH AMERICA". So when he sits across the table with his International counterparts they must know that he comes with "A Big Stick" which he won't use UNLESS HE HAS TO, and they must also know that he won't falter in that regard .... PLUS it also gives America's TRUE ALLIES comfort to know that America has the ACTUAL CAPABILITY TO BACK AND PROTECT THEM IF NECESSARY.

With regard to China they have the best of both worlds for their "Strategy" .... they've created a Western style environment for their citizens, with all the Western style mod-cons and life style, etc, which appears non-oppressive ... BUT they have still retained their Communistic Style "Management Hierarchy" who rule from the top with a RELATIVELY IRON FIST and who take no nonsense or "interference" from the Chinese man and woman in the street. There's no such thing as a "Democratic Society" in China. You do what the Man At The Top tells you ... or else.
