How about some evidence here? Clinton, for instance, during his impeachment process had absurdly high numbers. And Reagan's and Carter's highest numbers were higher than Trump's highest.

Nope. That isn't what those 538 numbers how. I don't know where you get that idea from. Maybe there were a couple of weeks where it was so, but on the whole, he is clearly not as popular as any post-WWII president. The black on those graphs is the approval rating, the green is the disapproval rating:

You must be reading the graphs wrong.
