West Bank Attack Raises Tensions as Israeli Elections Approach

JERUSALEM — A Palestinian carried out a stabbing and shooting attack in the occupied West Bank on Sunday, killing an Israeli soldier and a civilian, and ratcheting up tensions ahead of Israeli elections.
The attack came amid a heated campaign for the April 9 ballot in which a former general leading a new, centrist party is challenging the longtime incumbent, Prime Minister Benjamin Netanyahu, over who can provide Israelis with better security.
The situation was already volatile.
On Friday, a fragile calm was restored after two rockets from Gaza were fired at Tel Aviv on the night before, without causing harm.
Israel retaliated swiftly, with strikes at what it said were military sites and compounds belonging to Hamas, the Islamic militant group that controls Gaza. The Israeli military said one of the sites it struck in Gaza was the headquarters for coordinating Hamas activities in the West Bank, where the group has been seeking to foment violence.
The soldier killed on Sunday was identified as Staff Sgt. Gal Keidan, 19. On Monday, a second victim, Rabbi Achiad Ettinger, 47, a father of 12 from the settlement of Eli and head of a seminary in Tel Aviv, died of his wounds. Another soldier was seriously wounded. As of Monday morning, the assailant was still at large.

Hamas Covenant
The Hamas Covenant or Hamas Charter, formally known in English as the Covenant of the Islamic Resistance Movement, was originally issued on 18 August 1988 and outlines the founding identity, stand, and aims of Hamas (the Islamic Resistance Movement). [1] A new charter was issued by Hamas leader Khaled Mashal on 1 May 2017 in Doha. [2]
The original Charter identified Hamas as the Muslim Brotherhood in Palestine and declares its members to be Muslims who "fear God and raise the banner of Jihad in the face of the oppressors." The charter states that "our struggle against the Jews is very great and very serious" and calls for the eventual creation of an Islamic state in Palestine, in place of Israel and the Palestinian Territories, [3] and the obliteration or dissolution of Israel. [4] [5] It emphasizes the importance of jihad, stating in article 13, "There is no solution for the Palestinian question except through Jihad. Initiatives, proposals and international conferences are all a waste of time and vain endeavors." [6] The charter also states that Hamas is humanistic, and tolerant of other religions as long as they "stop disputing the sovereignty of Islam in this region". [7] The Charter adds that "renouncing any part of Palestine means renouncing part of the religion" of Islam. [1]
In 2008, the Hamas leader in Gaza, Ismail Haniyeh, stated that Hamas would agree to accept a Palestinian state along the 1967 borders, and to offer a long-term truce with Israel. [8] In contrast to this, Hamas leader Mahmoud al-Zahar stated that any talk of the 1967 lines is "just a phase" until Hamas has a chance to "regain the land...even if we [Hamas] have to do so inch by inch." [9] Other Hamas leaders, including Ismail Haniyah and Khaled Meshaal, have also stated repeatedly that "Palestine – from the [Jordan] River to the [Mediterranean] Sea, from its north to its south – is our land, our right, and our homeland. There will be no relinquishing or forsaking even an inch or small part of it," [10] and that "we shall not relinquish the Islamic waqf on the land of Palestine, and Jerusalem shall not be divided into Western and Eastern Jerusalem. Jerusalem is a single united [city], and Palestine stretches from the Mediterranean Sea to the Jordan River, and from Naqoura [Rosh Ha-Niqra] to Umm Al-Rashrash [Eilat] in the south." [11] [12]
