Time of use Peak / Off-peak pricing is a separate issue from Demand Charges, which is something not applied to residential billing.

Your business' highest electricity consumption over any 15-minute interval determines your Demand Charge.

Let's say you run a car charger business which can charge ten cars at one time.

If your set-up can fully-charge ten cars over a four hour period you'll be paying very small demand charges.

If your chargers can fully-charge ten cars in 30 minutes, your demand charges will be enormous.
