My experience with E-trade in shorting stocks is pretty good, and most of the time I have been able to get the stock to short that I need (except may be once ZITL and something else).
I think E-trade is also trying to provide a better trading servive and I have seen some improvements there as well.
That is not to say they do not have problems, but workable.
