I would suspect that they want to wait and let the price rise on it's own before using the company money. I hope the desired effect of pushing the price to a level in excess of $2.75 before the buyback begins.

Its probably related to the SmartTalk stock which was up nicely today and he would like to see the SI investors get in before any major upward move.
