I don't think that you really get the point of HAAPI. I do not believe the reason for HAAPI is multiple layers of systems. It is to allow NRI middleware to be used for whatever single biometric system that a user choses to use. That way NRI middleware can be used with a facial recognition system. It could also be used with a hand geometry system or a retinal system. Developing hardware does not seem to be the difficult problem. It is the producing of a stable, effective, software program or programs to integrate the ID into a server system, so that the User can access the information that he/she is allowed to have.
I note that IDX does not seem to have this. They sell their Criminal Justice machines via an integrator or VAR's who incorporates peripherals and supplies support software, such as Morpho or NEC.
This middleware can be extremely profitable. Once developed the marginal cost will be basically the cost of the disc (and shipping & handling). Therefore NRI margins are not threatened by ever cheaper hardware. The cheaper the better. It doesn't matter what the biometric identifier is, what matters is sales. It is true that other software could effect margins, but software is difficult to develop and prove to be effective, especialy when one is dealing with security .
This same situation does not exist for the hardware maker, because as the price decreases, margins decrease. They have to make it up with major volume increases to cover fixed costs.
