Prevent what? Russian hacking of people, parties, and county election offices, and hopefully a lot of the social media bot/troll stuff. "if you prevent something that had no effect, did you really prevent anything?" How do you know it had no effect? The goal was to change pre-voting minds, not post-voting tallies. The campaign was to convince enuf people in swing states to stay home in disgust, leave the spot blank, or vote for anybody other than Hillary. Did it work? I dunno.
