Take a look at FTP Explorer:

ftpx.com

It has a resume download feature.

Support for resuming interrupted file transfers. FTP Explorer attempts to resume a file transfer if it detects a file with the same name in the current download directory. This can save you time and connection costs for those troublesome connections. (Note: not all ftp servers support this option.)

Scott,

Thanks for the information re: European internet. I was in Europe
last summer for business and found that it was very costly to connect
and fees were so high for most middle income users unlike in US. In
France I had to go to an internet center(like a small cafe) to put my
trading orders. Most folks had fear about high tech. I'm glad rates
are falling as you mentioned.

ps: Maybe you and I should become one of those European distributors.
It doesn't sound like you need to do anything, but collecting fees! 8^)
