My opinion is that it would be best to do it all, but start with free pre school and free community colleges. I graduated from Richmond Union High school, so I know exactly what you are talking about. Our local community colleges saved so many kids just by being available :e.g. Contra Costa., but all of them in the Bay area saved millions of kids over the years, like me. So many kids made it out of Richmond by entering Contra Costa including many gang members. I know who these kids are. I went to high school with them. And most of us did poorly in high school but became academic super stars once we started learning how to learn. <,Lets start with solving problems like this.
