Yuck. I detest the last words in your post. "Equalization payments" is politically correct code for inter-provincial welfare.

I believe is is a crazy idea based on ensuring people have the same service levels everywhere. Everyone in Canada came here for a better life. This generation or 100 generations ago. Why discourage mobility now? What is wrong with people moving for better opportunities? And why on earth does QC need this... to support their $7/day child care and political corruption?

Funny you say that.. a decade ago on Booms Bust I think I speculated often that Canada would become more like the EU..
