One approach being considered is that the Justice Department demand that Microsoft provide a version of Windows 98 without Internet access to computer makers who want it, the newspaper said.

That would not be a problem for Microsoft. They can easily provide such a version. No computer maker would buy that one anyway but Microsoft would get the DOJ off its back.
Does the DOJ actually believe they can destroy Microsoft's monopoly?
