California is having a really tough year. I am a bit surprised that new technology has not been developed over the years to combat these problems that have been there for some time.

We do have above ground power lines in the UK, but usually they are well maintained and we do routinely get some very strong winds. Here is a small substation near the castle I visited today. The voltage will be transformed down to 240V and distributed underground to a large number of homes.

You can see the transformer is much larger then can be fitted on the pole. Special insulated cable take the three phase current down to the transformer on the ground.
